I have no idea about seamless. But, for welded pips the good welding process for API 5L X65 is Submerged Arc Welding for big order. You can make it Spiral or longitudinal depends on your facilities, customer order,...  run single or tandem wire depends on the thickness, size of the wire (usually 4.0 mm), travel speed... The best wires for this grade according to AWS A5.17/A5.23 or ASME Sec II, Part C, are EM12(K) with reasonably price and EA2 which is more reliable and more expensive or the mixture of them for inside or outside. You can use neutral or preferably Basic Flux with more than 1.3 % of basicity. But again it would be different for Grade X65 by different chemistry which is made by different supplier. All kind of welding parameters (Current, Voltage,...), gun position, gun angle,... depend on material thickness, travel speed, the diameter of the pipe,....
 
Tests required and acceptance criteria should provide by customer or according to API 5L ( different for PSL 1 or PSL 2 and the type of production, rolling process, thermomechanical, normalize,...) usually are: Tensile ( for Yield: min 450 and max 600 MPa and for UTS: min 535 and max 760 MPa), Hardness (Body, HAZ, Weld for X65  270HV10 or  25HRC) Bend, Charpy (must support minimum 27J Impact energy at required temperature MUST provide by customer). 
And again, all kind of these parameters depend on your customer requirements and would change.

Seems there are various cladding application,ie by welding, by extrusion, metallurgical bonding...etc
 I need your expertise on :
1- Reliable and successful vendor in Bazil for FPSO  Riser Piping
2- Most suitable weld process/combination of weld process and consumables
3- Tests required and Acceptance criteria
