Check whether you are complying with welding consumable manufacturer recommendation on Baking of electrodes.
If the answer is Yes, then check for
1. Whether wind protection is there by providing proper shields.
2. Whether welder is good
3. Whether base material contains mositure etc.. then m you may preheat the joint
4. whether Grease or carbonaceous material present in the base material, then do proper cleaning using some solvent
Thanks & Regards

Hi,
You are fully complied with procedure already as you mentioned below, but I think you should check the welding condition like wind prevent,..or preheat before welding…
Wish you success

Subject: [MW:17372] PRE HEAT PROCEDURE OF E 7016 -1 ELECTRODE
SIR,
I'm engaged with welding of API 5LX 80 grade pipeline for regassified LNG transmission . We do Tie-in method using SMAW+FCAW.
For root pass welding we use E7016-1 electrode after pre heating 250 degree for 2 hr in mother oven and maintain 100 degree in holding oven . during RT interpretation severe hollow bead and porosity observed in root .hence PMC sent almost all joints for repair.now it becomes a serious issue and I think ,the pre heat method was not proper. kindly advice me in this issue.
