If both impact and sour service hardness requirements are involved then EM12K would be the "most preferred option". However for this wire advise would be to get a weld metal composition so as to get "Mn" around 1.2% max. Higher "Mn" SAW wires e.g EH12K is good to guarantee the UTS and impact after PWHT , however meeting NACE hardness could be a problem. If the material to be welded is SA 516/70, there should not be many issues, however while welding thicker sections of SA 537Cl1, EM12K sometimes may under match the UTS. It would be advisable to get consumable manufacturer's recommendations meeting all the technical requirements. I hope this would help you. Keep posted.
