It is because of the reason that, in multipass weld will be tempered and refined by subsequent passes but in case of Single pass will not be.
 
That is the reason , multipass to single pass is considered as SEV, but not vice versa.

According to ASME sec IX, for GTAW, FCAW and GMAW in supplementary essential variables (QW 410.9) , a multi pass per side fillet/butt weld procedure cannot be used to weld single pass per side. (say single pass per side fillet weld.)
I am curious to know the technical reason behind the same. In my opinion, fill pass parameters of a butt weld procedure can be used for welding single pass fillet welds. Please advice if this is incorrect and kindly provide technical/ metallurgical reasoning for the same.
