Hi Vino,
 
I you go strictly by the interpretation of ASME Sec-IX-2010 (QW-420) and ASME Sec-IX-2007 the answer is no for ASME Sec-VIII, DIV-1 construction. The rationale is as follows:-
  • Reference Code : ASME Sec IX, Edition 2007, Add 09
  • Material of Construction: SA 516 Gr 70N(30mm thk)- P No 1 Group No 2
  • PQR Material : *1. Pipe* - ASME SA 333 --(P No 1 Group No 1) and *2. Flange* : ASTM A350 LF2--Not a listed material in ASME Sec-IX. Note  SA-350LF2 is a listed material in Sec-IX as PNo1 Gr 2 , while A-350 is not.
However as per SA-350 (Sec-II, Part,-A, preface), the essential difference with A-350 is as follows:-
 
  • (Identical with ASTM Specification A 350/A 350M-02b except for the deletion of 6.1.2 and 14.1, revision to 14.2.5, and test reports have been made mandatory.)
Hence should you have all the required paperwork for  A-350 LF2 base metal, you may equate this  material to SA-350LF2 (provided the vessel is not a code stamped vessel) and there's absolute urgency to ask for waiver.
 
However to avoid future controversy it would wise to requality the procedure to both SA materials.

You can recertify ASTM material to ASME SA material   as a manufacturer per UG-10, making sure that it conforms to that SA material
