The minimum tensile strength requirement either by ASME Sec-IX or API 1104 is the "minimum base material strength". In this case the minimum base material strength required for API 5L X65 is "77000 Psi or 530 Mpa". If you weld with E7016-1 & E7018-1 you will get only 70,000 Psi maximum as these electrodes are designed for a maxi of 70,000 PSi.
 
You have to choose, suitable consumable i.e 8018-G etc. (Refer A5.5)

some of my frient told me it is difficult to pass tensile test requirements of API 5LX65 and coupon sample may brack in weld metal.
Please guide me if you experienced this type of failure and if the coupon bracks in weld metal what value of tensile strength is acceptable?
