AWS D1.1 is not specifically mentioning about combining of two or more
PQRS.
If you refer table 4.8 of AWS D1.1, It specifies as If PQR base
material used is "Any Unlisted steel to Any Unlisted steel or Any
steel listed in table 3.1 or Table 4.9" - WPS base metal group
combinations allowed by PQR will be "Only the specific combination of
steel listed in PQR".
Since grade S355JR is belongs to BS standard and according AWS D1.1
table 3.1/4.9, this material shall be considered as "Un Listed".
You cannot club these two PQRs for welding each other. You have to
qualify a PQR with a combination of "S355 JR to Group III" material.
